Residential Students
Below are the types of permits available to residential students and the associated parking restrictions. Permits are not required in most locations from Friday at 3 p.m. to Monday at 6 a.m., or when the university is officially closed for a holiday or inclement weather.
Freshman Residents
Freshman residents (under 30 units earned) are restricted from purchasing a parking permit or having a car on campus until they have earned 30 units. Limited exceptions may be granted. See Freshman Parking Exceptions below.
Parking Exceptions for Freshman Resident Students
Freshman resident students requesting an exception should log in to and select "Freshman Resident Exception Request." Freshmen Resident Exception requests for the 2024/2025 academic year will be accepted effective 8/5/2024 for review. Please allow 5 - 10 business days for review and decision to be sent via 快活视频email.
You will need to fill out and submit the General Freshman Application Exception Request Form (PDF) along with one of the forms below stating the type of exception being requested. Please read the forms carefully and upload any required documents through eParking. Incomplete applications will not be considered.
Applicants will be contacted with their results through their 快活视频email. If the request is granted, the requesting freshman resident will be assigned a Resident Overflow permit for parking in the 快活视频Arena/Johnny Unitas Stadium or next available location at the discretion of the Parking & Transportation Services.
For your protection, please do not send documents with your social security number, bank account information, and other sensitive information. If submitting a copy of a document that has your social security number or other sensitive information, please make sure the numbers have been completely scratched out.

When attaching documents to an online application in eParking, the following types of files are accepted: .jpg, .bmp, .pdf, .gif. Medical documents will be reviewed by the Health Center. All medical documents must be sent directly to healthcenter AT_TOWSON.
Resident Student Parking Permits
Resident Lot 15 Parking Permit
Resident Lot 15 permits are available to eligible students who reside in 10 West housing. Resident Lot 15 permits are valid in Lot 15 and all overflow parking areas (Stadium Lots) as posted, where all permits are valid. Resident Lot 15 permits are also acceptable in "Core" areas after 3 p.m. and in faculty/staff areas outside the restricted hours posted on signage at the entrance of the lot.
West Village Resident Permit
West Village Resident permits are available to students with more than 30 units earned who reside in West Village housing or those who are unable to obtain a permit for their desired lot located on the main campus.
West Village Resident permits are valid at all times in designated resident parking areas of the West Village Garage and all Stadium Lots (except 8a) as posted. West Village Resident permits are NOT valid in the 鈥渙verflow鈥 areas of the West Village Garage. West Village Resident permits are also valid in Core areas after 3 p.m. and in faculty/staff areas outside the restricted hours posted on signage.
Resident Overflow Permit
Resident overflow permits are available to resident students with 30 units or more who are living in campus residence halls, including those managed by Millennium Hall not able to purchase a Millennium Hall permit. If any of the residents permits are sold out, then this permit option will be made available for purchase.
In addition, Resident Overflow permits will only be valid at the Stadium Lots near 快活视频Arena and Johnny Unitas Stadium where signs state "Overflow All 快活视频Permits Valid in This Area.鈥 Resident overflow permit is not eligible to park in any designated resident areas on campus and are NOT valid in the 鈥渙verflow鈥 areas of the West Village Garage. Resident Overflow permits are also valid in Core areas after 3 p.m. and in faculty/staff areas outside the restricted hours posted on signage.
Millennium Hall Permits
Millennium Hall parking permits are available to a portion of Millennium Hall residents as determined and distributed by the Millennium Hall management company. The Millennium Hall permit is not transferrable, it only can be used by the person to whom it was issued.
Millennium Hall permits are valid in the Millennium Hall lots and all Stadium Lot overflow parking areas as posted. Millennium Hall permits are NOT allowed in the overflow areas of the West Village Garage. Millennium Hall permits are also valid in Core areas after 3 p.m. and in faculty/staff areas outside the restricted hours posted on signage. Students are prohibited from utilizing/obtaining a Towson University and a Millennium Hall parking permit. Only one permit may be associated with a vehicle at any one time.
Parking Wait List
If space in your preferred lot is sold out, you can sign up for the wait list through your account. Having a space on the wait list does not guarantee that a parking permit will become available for you. A West Village Resident or next available area permit can be purchased while on the wait list for your first choice.
Enforcement of resident lots is 24/7 while the university is in session.
Change in Student Status
Resident students who move off campus or no longer need their permit must exchange their resident permit for a core/overflow permit or cancel it for a prorated refund. Permit exchanges must be done online by filling out the . Refunds are not issued after the last business day of November for fall term permit. Last business day of March for annual and spring term permits for pro-rated refund.

Look for the appropriate parking signs if you are a residential student. Please read all parking signs carefully and park only where authorized.
